`WASM=0`: Emits JavaScript `WASM=1`: Emits JavaScript with embedded WebAssembly
In passing this refactors the flatting in the Makefile to match what is done in pg_query_go, and updates the emcc/em++ invocation to work with current emscripten.

For now this is kept in a separate file ("pg_query_wasm.js").
