Summary

Queries for paginated tables versus "static" pages (principally block/[ht] and transaction/[hash]) require two very different set of configurations. We can aggressively cache individual blocks and transactions (and probably some IBC data, to an extent), but data for recent blocks, transactions, etc should not be aggressively cached.
