We should provide a way for consumers to pass in their own template set.

Fix template handling

We weren't loading all files correctly. This has an impact on how we receive
templates as well, so disable that for now. Opened #24 to track re-enabling.

* Add basic test server

Bare bones sever to make sure things work. Just sends people through.
