Tags & GitHub Releases for RSS Readers

One of my favorite ways to keep in touch with GitHub projects is to use my RSS feeder. Currently PrivacyGuides doesn't do "releases". We could tag and make pretty GitHub releases so users can easily tell what's changed with the site.

We should do this... if someone wants to volunteer to keep track of this? :)

If we did this, we might want to change to a system where the live site is only deployed with each release, rather than each push to main like is currently configured. Changes would be less immediate, but that way we'd ensure that every live change that people see is associated with a corresponding release/changelog.

Tagging GitHub releases is going to be helpful for #294 as well. If each translation is its own repo, they can have releases that are kept in sync with the main repo as content is translated, which would provide a very quick/easy way to see how far behind a translation is from the main site's releases.

We could maintain a CHANGELOG.md file, which should result in mostly copy-pasting for repository owners.
