HOPR can be described as a self-contained network for anonymous routing using a network of blockchain nodes (hence with a financial incentive for hosts to run nodes).
What is interesting and new is that their protocol is general purpose, it's not targeted at any particular use, it's just the backbone to make an anonymously routed app.
The project still seems young and hence lacking apps to my knowledge, but the network itself seems to be technically quite interesting, it implements several advanced anonymous routing techniques such as packet splitting that are often not implemented in other anonymous routing networks.
When apps are implemented (and hence the value of the network proved), it could be an addition as a Worth Mentioning in self-contained networks.
