Split Browser Page Between Desktop and Mobile

As it is now, it's a bit weird to have Browsers → Web Browsers. I think it would make more sense to have

Web Browsers

• Desktop
• Mobile

That way this section isn't redundant and it's easier to find exactly what you're looking for.

Ideally extensions should be kept to a minimum, I think adding an extension page would be sending the wrong message.

@mfwmyfacewhen @dngray You made a mistake is this commit, you removed tor browser from Mobile Recommendations.
It was a general recommendation previously, now it is only in desktop page.
