Venue: replace members of a group when a member is added

When directly adding an email to the reviewers group, we should make sure to replace the email with the profile ID. This will help in the issue caused by PCs making assignments with email addresses.

This came up again this week when a PC added reviewers by email to the reviewers group, then tried to search by name in the edge browser to assign reviewers.
