Issue

When you uninstall a plugin like Champion medals, plugins that have it as an optional dependency, like Grinding Stats, are unloaded by Openplanet

Expected behavior

Plugins affected when uninstalling an optional dependency should be reloaded instead, like OP already does when installing an optional dependency.

Other information

Openplanet version used: 1.27.2
