Enhancement Proposals

To create an enhancement proposal:

1. Create an Issue in the appropriate project repository
2. Create a Wiki page here using cut and paste from the Enhancement proposal template (just like the ones below).
3. Link 1 to 2 using a hyperlink in the issue.
