Missing dynamic libraries?

I'm using windows to run OpenSee, and encountering many issues.
I tried to install OpenSee with MSIX package and did installed it after inporting the certificate attached with it, however the installed app just won't run, while windows prompts a MoAppCrash record in reliability report.

Trying to run OpenSee.exe in pre-compiled package (in Opensee.app) found on Github would cause the app to prompt an error in command line saying that libobjc.dylib is missing. Is this library a prerequisite to run this app in windows? As far as I know this library is used mainly for compiling macintosh applications.
