Information

As the signals library is fairly new, we can re-evaluate the tools used to support its development. Vitest has better support for ESM, a better developer experience, and faster in terms of feedback loop.

This effort migrates the signals package tests to use Vitest and can serve as a real world example in usage and how to migrate an existing suite of tests if desired.
