Add data standards page browsing as user and submitter

• Add a dropdown button at the top. "Data Schema: View as [Data User (default)/Data Submitter]". This then shows different columns relevant to that use.
  • When "Data Submitter", add a checkbox to show "required columns only", which is enabled by default. See: https://github.com/ncihtan/htan-portal/pull/440/files#diff-23e11f1c4bae94b628844d7f3adfc37fbb5992a6d4f2b83d95858b839dcbb39bR82.
  • When "Data User", show "Percentage Complete" column. The percentage completeness can be obtained similarly as was done for the HTAN dashboard, see e.g. Percent Metadata complete here: https://hdash.website-us-east-1.linodeobjects.com/HTA3.html (and code: https://github.com/ncihtan/hdash). We can add an NA/Unknown Percentage for each field and remove fields that no one provided
