Via voice control:
The issue is that via voice control the silent mode can only be activated by setting the fan speed to 1%. Setting the speed to 0% will turn off the fan instead of keeping it on at 0%. One would assume that the fan being off is the same as the fan being on at 0%, but apparently it's not. Setting the fan to "off" has no effect on the fan speed, i.e. the fan keeps spinning at the same speed. I wonder whether it is supposed to do anything at all when setting it off, whether it's sending any command to the AC, and in case it doesn't, whether it should be disabled to allow turning the fan "off", if possible in HomeKit.
Via Home app:
The behavior in the Home app is interesting. Tapping the fan icon to turn the fan off also has no effect, like the voice command. But using the slider and setting the fan to 0% first shows it in state "off" for a second and then changes to "on" with 0%. So entering silent mode via the slider works. It does not work via tap on the fan icon.

The Mitsubishi AC MSZ-AY has 5 fan speeds:
