Wingetbot should use Manifest Version 1.9.0 #199727

When creating PRs, wingetbot seems to use whatever manifest version was previously there. Some examples -

Created with 1.5.0 - Automatic update of SystweakSoftware.RegCleanPro from 8.45.81.1204 to 8.45.81.1206 #199710
Created with 1.6.0 - Automatic update of KakaoEnterprise.KakaoWork from 2.18.0.4969 to 2.18.1.4972 #199711

Wingetbot should upgrade the manifest version to the latest any time it touches a manifest
