Drone combat simulator?

Hello, I am the creator of a real world drone laser tag system called ZTAG and was considering developing a simulator to test the game mechanics as well as rather online player interest (to ultimately get them to fly and play in real life).

I was wondering if AirSim is the path of least resistance for me to develop the sim?
Most of my programming background is on embedded systems (C and C++) but I am learning Unreal and more front-end tools. How much heavy lifting would it take to make a simple Basketball Court sized arena with multiple drones (3 on 3) and make this available for online play?

I would also want to develop some AI where single player can fight against the AI. I understand what I'm asking for is entirely possible but I just don't know how deep this rabbit hole is so any guidance on tools and resources I need in order to take the plunge would be much appreciated!!
