In the DedispersionMeasure class. It would be nice to have the functionality to estimate the dm when given time delay and its frequencies.

Nice idea! I think it would make sense as a class method from_time_delay(dt, freq, ref_freq=None) (indeed, might as well add from_phase_delay too). EDIT: on dm.DispersionMeasure.
