Section 5.3.4 (p. 235) of https://public.ccsds.org/Pubs/660x1g2.pdf

Include conditions allow conditional inclusion of a parameter in an EntryList of a SequenceContainer. Implicitly the condition can only reference previous parameters in the packet (referred to throughout space_packet_parser as parsed_data for the purposes of match types and calibrators).
