There are five link types:

to bookmarks (cfr. google docs support for bookmarks) namely <a href="#19230390"></a>
to other documents bookmarks (same folder, no need to change page) <a href="https://docs.google.com/a/sciencespo.fr/document/d/1G4l1YG8DZAx9YHmQNTNomgwJpSL6X5hwPDuf1An9b30/edit#bookmark=id.2av83x11u4rf></a>
to other document, same folder
to other document, different folder (change page)
to folder (i.e drive-in "menu item", change page)
