Long File Structure Overlay in Editor Breaks Scrolling

What happened?

When the amount of sections in a config creates too many lines for the entire File Structure to fit on the screen, scrolling the file structure section scrolls the entire viewport.

What did you expect to happen instead?

File Structure overlay should scroll independently to the whole page

How to reproduce this bug?

Open the file Structure with a large config file opened
