Environment variables are set during deploy which doesn't happen when testing locally in docker. Options:

  1. Specify in compose.yaml, has the disadvantage of needing to keep the compose file and mu config in sync
  2. Give mu a command to run the target app in docker instead of using docker compose up ... and then the env vars can be set as part of that process.
