UI problems when attempting to create a work without any files #15

Steps to reproduce:

Click the Share your work button
Choose any type
Fill out the metadata.
Click next tab.
Check the agreement without loading any files.
Click on "Next Step".
Note that the upload button turns into a progress bar that never increases.

This is due to our local customization (the "Next Step" button)
