Application restart cannot occur during bulk process creation

For example, newspaper processes are created. The newspaper has 5,000 issues. If this takes 5 seconds per issue, the entire procedure takes about 7 hours. During this time, the application cannot be restarted, or a restart leaves an incomplete system.

Goal: The idea is to create the mass processes in two parts. First, a text file is written for each process. These can be individually loaded into the system for process creation. This means that the system can process the files individually and start up again later on the remaining files, if a restart is required.
