Sometimes people who really do add value can also just lose it. I saw this as a working group chair, and in consultation with my AD and with the person involved, we agreed to moderate his mail to the list instead of banning him entirely. Having this sort of tool in the tool box requires some assessment as to whether the person has contributed value, or is just a troll.

We cannot tolerate unprofessional behavior from anyone, even if they add significant value. We don't want to create an environment where adding technical value excuses unprofessional behavior.
That said, moderating each posts is a good tool to have, albeit perhaps costly.
@DavidSchinazi as it turns out it wasn't that costly. The very fact that I had the backing of my AD, and that he knew he was going to not get crap through caused him to behave better. I don't recall bouncing a single message back to him, and he was able to participate productively.
