Travel Desk: update province based on city select #251

In the travel desk request form (https://travel-auth-dev.ynet.gov.yk.ca/my-travel-requests/237/request/edit), the traveler is asked to select the city. The city look-up also includes province can the province dropdown be autopopulated.
