Logic and Button update Travel desk questions and ranking

The travel desk user has a few options on the travel desk page they can ask a clarification question or provide options for ranking or both. Currently when the user selects "submit to traveler" the button that appears on "My Travel Request" is Rank Options. This okay if Rank options is what they need to do. The Travel desk might first have clarification questions before giving options. The traveler would need to respond to the questions. Then the travel desk user would send options. We need to account for the back and fourth of the traveler and the travel desk. This might be as simple as changing the button name to be generic "Questions and Ranking" or make the button smart to only show Ranking when there is something in the ranking fields.
