Developer tools for the Pyrus installer

This package contains several custom commands for Pyrus.

Included are commands for:

* Creating PEAR2 and PECL package skeletons
    * `php pyrus.phar generate-pear2 MyNewPackage`

    * `php pyrus.phar make`
