server.ports.serflan.port is not respected by services #4239

When setting the following value

server:
  ports:
    serflan:
      port: 9301

the services created (by exposeService and the consul-server cluster ip) do not respect this and just reference the default.

When serflan is set it should be used globally instead of hard coding 8301
