login is required so only representatives can log in to add agendas

should have:

  • email
  • password
  • forgot password

should catch errors:

  • invalid email
  • invalid password
  • username/password combination is not correct

As a neighborhood council lead, I want a way to be identified as the contact for our organization's agendas and public comments.
