Will replacing private_key.pem file tak effect without restarting the harbor contianers.

No Kubernetes just good old VM where harbor services are installed. I was suffering crypto RSA error in our DR setup while creating registry pointing to other site.
/pkg/token/token.go:68]: parse token error, crypto/rsa: verification error

So i just synced/copied the private_key.pem to other site also, Now it started working. Just wanted to know how it worked without restart. And can I proceed without restart.
