proposal: Should allow //pose rotation to be specified in degrees? #8

Will make proposal with suggested syntax. Degrees is my main interest, but we can leave space for other stuff.

Came about recently (as well as longer ago) when discussing here:
RobotLocomotion/drake#13036 (review)

@scpeters @azeey Perhaps this should be moved to sdformat?

Should we dictate how issues should be filed for sdf_tutorials vs sdformat?
(e.g. sdf_tutorials issues should just be stuff related to small technical aspects, like how it's rendereded, READMEs, typos, requests for info?)

EDIT: Anywho, will move this since it makes more sense.
