Feature request: add config option that will make display/keyboard positions locked by default

I keep moving my screens around accidentally when i try to drag a window over to another screen, so I think it would be a benefit if there was a config option or menu toggle to make all displays and keyboard locked by default.

there's already an option to make overlays stay in place, i'll see if we can easily save the choice
