Goal: Get credentials needed to act on behalf of user—access data, run compute.
Approach: Create PSA backend to talk with Gen3 Fence
Questions: Can we use Fence to log in to Galaxy?

1- missing at_hash claim from fence generated id token; see uc-cdis/fence#601

2- missing nonce claim from fence-generated id token; see uc-cdis/fence#600 and python-social-auth/social-core#341)
