I understand now that you're looking for a way to globally decrease the overall volume across all outputs without manually adjusting each app's volume. Unfortunately, FxSound doesn’t have a global volume control, but here are a couple of suggestions: Use a volume limiter software:

Can fxsound adjust the overall volume of the output (increase or decrease) without adjusting a single frequency band? I have a portable output device with no way to adjust the volume. In many cases, the volume in Windows is around 3 to 5, which is already very loud. This limits my range of adjusting the system volume and application volume.
