Preferred Audio Device Not Being Honored

I have LG OLED TV HDMI AUDIO device defined as preferred. I have unloaded/reloaded fxsound to verify that the device selection is being persisted okay. After turning off/on the TV, the preferred device is NOT PLAYING. I have to reselect it from system tray :(

Audio Devices:

HDMI OLED TV (using cablematters 8K DP to HDMI adapter with dolby audio / gsync support)
Realtek Optic Audio
ASUS Monitor HDMI Audio (disabled in windows)

1. Play audio on preferred device
2. Turn off TV
3. Turn on TV
4. Play audio. No audio appears on TV. Check and FXsound app shows its is the preferred. But I have to manually choose LG TV in system tray again
