[Feature]: Check for matching to platform-specific configurations

In some cases, when none of the platform-specific installation configurations are matched, the installation should be considered a failure

Describe the solution you'd like

Add a field to require lip to report an error and fail the installation if a generic configuration does not exist and fails to match any of the platform configurations.

Describe alternatives you've considered

It might be possible to let the package itself fail the installation by some means within a non-platform specific configuration
