Can not create Panl study when benchmark leaderboard is present

Describe the bug
When a benchmark study is present and a leaderboard is created, it's not possible to create an additional study.
When the leaderboard isn't created, creating an additional study is possible

To Reproduce
Steps to reproduce the behavior:

1. Create a new project
2. Create a benchmark study
3. Create a study and observe it works
4. Delete study
5. Create leaderboard in benchmark
6. Create a study and observe nothing happens

Expected behavior
Should always be possible to create study.
