Sstorage testnet

Test doc updated, we can use it to deploy and test.
Implementation: split prs (prs: eth storage miner part 0 changes QuarkChain/go-ethereum#144, eth storage miner part 1 changes QuarkChain/go-ethereum#145, add TryReadChunk and TryReadChunkEncoded func QuarkChain/go-ethereum#148, use kvSizeBits/kvEntrieBits instead of kvSize/kvEntries to init shard manager QuarkChain/go-ethereum#149)
Integration test (done)
