Create Manual Labeling Tables

Create tables where we can manually contracts and/or deployers. We can use these in addition to the Growthepie and OSO labels & should also have a plan for how to push labels back in OLI format.

In the past, we did a SQL query, but it may be more ideal to do a Google sheet, which automatically updates a Bigquery table (one downside may be ease of versioning).
