I think counting length points instead of HCPs for NT bids is part of SAYC. Therefore south is too strong for a 1NT open.
A 1H overcall by W, while lucky, is wrong. Either the hearts are strong enough to count as 5 -> Michaels or overcall 1S or double (a double of a minor strongly suggests the majors).
If south does open 1NT and north transfers to spades, east is probably strong enough for a non-vulnerable takeout double.
