Add one-off seasonal voting

For events such as Christmas and Halloween we usually have a separate list of themed nominations. Users rank their preferences for the films and this determines the winner.

Today this is done outside of filmbot because it doesn't have this capability. It would be good to add it to filmbot so that we can keep the history of what has been watched and simplify the voting process so it isn't so manual.
