After being tested a few releases, it can be enabled by default to run system tests using independent Elastic Agents.

It should be allowed to disable this feature by setting ELASTIC_PACKAGE_TEST_ENABLE_INDEPENDENT_AGENT=false, so the Elastic Agent from the stack can be used for tests.
