Describe the bug

Certain Apps that do not use system title bars and borders have extra padding in gaps. See Screenshots.
The problem is that when you use the system title bar and borders in chromium, there is a lot of wasted space.

To Reproduce
Steps to reproduce the behavior:

  1. Install Firefox and Chromium
  2. use any of tiling shell methods to place a window for each browser
  3. you will see that the chromium window has extra padding
  4. if I go into chromium and toggle use system title bar and borders to on, and resize, chromium sizes properly
