allow labels to appear outside the bar in horizontal barcharts

Currently, the horizontal barchart doesn't show the label of a bar if the text doesn't fit inside the width of the bar, which usually means the value is very low and there's a good amount of empty space right next to the bar, like in this example:

The ideal situation would be using that empty space to show the label of the bar.
