Describe the Bug

i followed the installation guide and installed the needed runtime ( at least i think i installed it ), but when i double click the vpkedit.exe, it won't launch. i tried the installer version as well as the portable version.

using Windows10, i'm willing to provide more detail if you need.

i dont know :(
