gvisor-tap-vsock 0.8.0 release

A new gvisor-tap-vsock release would be good to have.
Main reason for it would be to be able to make use of #403 in podman
It also has some useful improvements, rework of the DNS resolution code, update of the gvisor code, ...

@cfergeau Do you have a rough estimate when this release could happen?

We are planning to have the Lima 1.0.0 release before KubeCon, and would like to include #393.

We had a PR to link to the merge commit from go.mod (lima-vm/lima#2629), but were hoping that a regular gvisor-tap-vsock release would happen in time.

I would probably change my mind and approve the go.mod change to get the fix into 1.0.0, but getting a proper release would be of course much preferable.

I was hoping to get that done last week or the week before but this did not happen /o
Let's aim for end of this week, at worse before end of October.
Need to get #409 in, and possibly #410 (needs a bit of time for testing)
