With the latest repack update of 7.x, there is a issue with the world.conf file. I made a fresh install and what it is saying is the following:

"Error in config file: cannot open file (C:/Windows/System32/Settings/world.conf)"

I am no expert but it seems that something was not placed right and needing to be fixed. I do not know how to fix it myself, unfortunately.
