[Bug] Filter cards hidden on small screen widths

The filter card menu has some problems. It is fixed height, and it's possible for filter cards to be hidden on small displays. It's also could be more obvious that the menu is open/collapsable.

I think a fluid/scrollable modal is probably the answer. Or alternatively a full-width dropdown menu.
