Some repos using makefile-modules have a release process defined which uses makefile-modules itself.

For example, csi-driver.

Some repos have documentation for this, and other don't.

Since the release process should be similar for all these repos, it would be worth having a central point of documentation on "how to release a makefile-modules project" and then link to that central doc in all repos which use that release process.

Currently, it's not clear how a release should be done just from looking in the usual places in a repo.
