Problem

currently the only way to submit a governance proposal is celocli

Solution

add the ability to submit governance proposals to celo mondo. possibly could integrity submitting all steps like github etc too.

I really like this idea of people be able to submit governance proposals using Celo Mondo.
But we need to ensure:

  • People should post in Celo Forum before submitting a proposal, and they need to get two formal comments of two Celo Governance Guardians, that proposal have been up for discussions enough time and is good to move forward to be presented in a Governance Call.
  • We also need a form where people can upload the proposal following the desired format.
  • Also they need to link the discussion forum post, and also need to indicate the Governance Call where they presented the proposal (This is a requirement before submitting a proposal to the Governance repo).
  • When they submit this form this should open a PR to the governance repo and needs to appear in status like "Pending for review"
  • When the Celo Governance Guardians review the proposal and approve the PR and merge it, maybe proposal can appear as "Reviewed and ready to submit on chain" at this point people can submit proposal OnChain.
