bump version of python used by cronjob_scripts

I hadn't realised that we are now using the setup-python action now, so we can pick whichever version of python we want. 3.8 is now unsupported, so we should probably switch away from it at some point. It also caused me a bunch of problems with type checking.

Probably wait for #300 to land first.
